[Update] 0.2 New Skin, Fixing images, other problems

Update Notes:
A new skin has been added due to a few members disliking the previous skin.
Due to the emoticons having a system wipe, new emoticons are being imported in their place.
The Chat Box has also been implemented an can be found at the bottom at the homepage.
The announcement scrolling speed has been changed from 100pixels/sec to 60pixels/sec.

Known Errors:
Most of the images cannot be viewed at school. This is issue is being fixed at this moment.
The text inside the Code display cannot be seen as the text is the same colour as the background, this will be fixed soon.

Other:
Future forum downtimes will be now have a 2 day warning.
